Romanov Solutions' founder worked on the County of San Diego's IPTS — the Inter-Property Tax System — a county-scale platform for property tax assessment, billing and collection, delivered alongside Hewlett Packard Enterprise (HPE) and Thomson Reuters.

The system

Property tax is the financial backbone of a county — and the system that runs it touches assessment, billing, collections, exemptions and reconciliation, all bound by statute. IPTS had to be accurate to the cent, integrate cleanly with existing county and state systems, and migrate years of legacy records without losing a row.

The partnership

This was enterprise delivery at its most demanding: HPE as prime, Thomson Reuters supplying the tax platform, and a county that could not afford a misstep. Our role spanned implementation, integration and the careful data migration that decides whether a project like this lands or stalls.
